Building the Foundation for Skills Recognition and Labour Market Integration

The research phase of the PROMOTE project plays a central role in setting the stage for understanding the skills, qualifications, and labour market integration pathways of highly skilled Ukrainian and migrant women. Through a series of designed activities, we are laying the groundwork for interventions to support inclusive employment and help meet Europe’s green and digital transition goals across five EU regions.

A learning and exchange activity was hosted in Ireland late last year and served as a space for meaningful exchange between project partners, stakeholders, and target groups. This face-to-face interaction enhanced collaboration and helped align strategies across regions, supporting a unified vision for skills identification and vocational education enhancement. Momentum Educate & Innovate (MEI) led the activity and presented a comprehensive work plan and research methodology for all partners to approach the data collection, analysis and reporting.

Desk and field review activities started in 2025 with direct engagement through surveys, interviews, and focus groups involving over 200 highly skilled migrant women. This data is currently being analysed by MEI and will be presented in an infographic style Skills Identification Report with a comprehensive database, detailing both existing strengths and areas for development. The other Irish partner, Gairmeach Training, is leading the Labour Market Analysis, which will develop five detailed labour market analysis reports, focused on identifying integration pathways in sectors facing skill shortages. In tandem, a mapping exercise will pinpoint which green and digital skills are most in demand across Sweden, Ireland, Spain, Germany, and Poland. Undertaken by WECF France, the French branch of WECF International, an ecofeminist network of women’s and environmental organisations, this dual approach helps connect the unique qualifications of migrant women with the evolving needs of the European economy, especially in climate and tech-driven sectors.

Promote partners are looking forward to sharing the key research outcomes from both of these activities with stakeholders, including employers, educators, and policymakers across the five regions. By sharing this knowledge widely, the project hopes to generate support for more inclusive employment strategies and raise awareness about the untapped potential of highly skilled migrant women.
